US 100% Pharma Tariff: अमेरिका की ओर से कुछ pharmaceutical products पर 100% tariff लगाने की खबर ने भारतीय pharma sector को लेकर चिंता बढ़ा दी है। लेकिन इस headline को पूरी भारतीय दवा इंडस्ट्री पर लागू करना सही नहीं होगा। अमेरिका ने कुछ पेटेंटेड pharmaceutical products और उनसे जुड़े ingredients पर 100% tariff लगाया है, लेकिन भारतीय generic medicines और biosimilars को फिलहाल इस tariff framework से बाहर रखा गया है। ऐसे में बड़ा सवाल है-क्या भारतीय दवाएं अमेरिका में महंगी होंगी? Indian pharma companies पर कितना असर पड़ेगा और आगे का risk क्या है?

अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप ने 2 अप्रैल 2026 को एक आदेश पर हस्ताक्षर किया था। इसके तहत कुछ pharmaceutical products और उनके associated ingredients पर 100% tariff लगाया गया, इसका legal आधार Trade Expansion Act, 1962 का Section 232 है। इसके तहत अमेरिका national security concerns के आधार पर कुछ imported products पर tariff लगा सकता है। यह व्यवस्था कुछ कंपनियों के लिए 31 जुलाई से लागू थी, जबकि बाकी covered companies के लिए 29 सितंबर 2026 से प्रभावी हुई, लेकिन इसका मतलब यह नहीं है कि भारत से अमेरिका जाने वाली हर दवा पर 100% duty लग गई है।

भारत को किन दवाओं पर राहत मिली?

23 सितंबर को अमेरिकी Commerce Department की Bureau of Industry and Security ने भारत समेत 20 jurisdictions को कुछ खास pharmaceutical products के लिए preferential treatment दिया।

इनमें कई specialty products शामिल हैं, जैसे:

* Orphan drugs
* Nuclear medicines
* Plasma-derived therapies
* Fertility drugs
* Cell therapies
* Gene therapies
* Antibody-drug conjugates
* कुछ medical countermeasures
* Animal-health products

इन eligible products और उनसे जुड़े कुछ pharmaceutical ingredients पर 0% tariff treatment मिल सकता है।

हालांकि यह छूट automatic नहीं है। Product की category, tariff classification, origin और entry conditions भी महत्वपूर्ण हैं।

Generics पर फिलहाल 100% tariff नहीं

भारत के लिए सबसे महत्वपूर्ण बात यह है कि अमेरिका के मौजूदा Section 232 pharmaceutical tariff में generic medicines और biosimilars को फिलहाल शामिल नहीं किया गया है। भारत की US pharma exports की सबसे बड़ी ताकत generic medicines हैं। इसलिए 100% tariff की headline के बावजूद भारतीय pharma exports के पूरे कारोबार पर इसका एक जैसा असर नहीं पड़ेगा। FY25 में भारत ने अमेरिकी prescription-drug market में करीब 42% medicines की supply की थी। वहीं भारत के US pharma exports में 95% से ज्यादा हिस्सा generics का बताया गया है। यानी भारतीय pharma sector के सबसे बड़े export segment को अभी direct 100% tariff shock नहीं लगा है।

अमेरिका भारत के लिए कितना बड़ा pharma market?

अमेरिका भारतीय pharmaceutical companies के लिए सबसे महत्वपूर्ण export markets में से एक है। FY26 में भारत का अमेरिका को pharma export करीब **9.47 अरब डॉलर** रहा। हालांकि यह पिछले वर्ष के मुकाबले करीब 9.98% कम था। इसलिए अमेरिकी market में किसी भी बड़े policy change का असर Indian pharma companies की revenue और long-term strategy पर पड़ सकता है, लेकिन मौजूदा tariff structure में bulk generic shipments पर 100% duty नहीं लग रही है।

क्या अमेरिका में generic medicines महंगी होंगी?

फिलहाल 100% tariff की वजह से भारतीय generic medicines की कीमतों में सीधे बड़े उछाल की उम्मीद करना सही नहीं होगा। अगर किसी $5 की generic medicine पर 100% tariff लगाया जाए, तो importer की landed cost काफी बढ़ सकती है। इससे manufacturer margin, buyer cost और अंत में medicine pricing पर दबाव आ सकता है, लेकिन generics फिलहाल इस tariff से बाहर हैं। इसलिए ऐसा immediate cost shock भारतीय generic exports पर नहीं आया है। यह Indian pharma companies के लिए short-term relief है।

किन भारतीय कंपनियों पर नजर रहेगी?

Sun Pharma, Dr. Reddy's, Aurobindo Pharma, Lupin, Cipla और Zydus जैसी US-focused Indian pharma companies के लिए मौजूदा policy का immediate impact उनके generic business पर सीमित रह सकता है, लेकिन कंपनियों को future US tariff policy पर लगातार नजर रखनी होगी। अगर आने वाले वर्षों में generics भी tariff के दायरे में आते हैं, तो US market में सिर्फ India से medicines export करने वाला business model ज्यादा चुनौतीपूर्ण हो सकता है।

2028 का risk क्यों महत्वपूर्ण है?

मौजूदा अमेरिकी policy में generics और biosimilars को फिलहाल बाहर रखा गया है। लेकिन यह स्थिति हमेशा के लिए तय है, ऐसा मानना सही नहीं होगा। Commerce Department को आगे review करना है कि generic imports पर भी action की जरूरत है या नहीं। ट्रंप प्रशासन की तरफ से imported generic medicines को लेकर future tariff की संभावना के संकेत भी दिए गए हैं। अगर 2028 के बाद imported generics पर high tariff लागू होता है, तो Indian pharma companies को अपनी US strategy में बड़ा बदलाव करना पड़ सकता है।

US manufacturing पर बढ़ेगा focus

Future tariff risk से बचने के लिए भारतीय pharma companies अमेरिका में manufacturing और local operations बढ़ा सकती हैं। US-based manufacturing, packaging, fill-finish facilities और local partnerships कंपनियों को potential tariff changes से बचाने में मदद कर सकती हैं। अमेरिका की policy का एक बड़ा उद्देश्य pharmaceutical production को domestic level पर बढ़ाना भी है।

Complex generics और biosimilars पर बढ़ेगा focus

अगर simple generic medicines पर भविष्य में tariff risk बढ़ता है, तो कंपनियां complex generics, injectables, biosimilars और difficult-to-manufacture products पर ज्यादा ध्यान दे सकती हैं। इन segments में entry barriers और product complexity अधिक होती है, जिससे pricing dynamics simple generics से अलग हो सकते हैं।

API supply chain भी अहम

भारतीय pharma industry formulations में मजबूत है, लेकिन global API supply chain भी महत्वपूर्ण है। अगर अमेरिका future में ingredient origin, supply-chain tracing या local-content requirements को और कड़ा करता है, तो Indian companies के लिए compliance cost बढ़ सकती है। इसलिए सिर्फ finished medicines पर tariff policy देखना पर्याप्त नहीं होगा। API और raw material supply chain भी महत्वपूर्ण होगी।

Indian pharma companies market diversification

अमेरिका के अलावा Indian pharma companies Europe, Japan, Latin America, Middle East और दूसरे emerging markets में अपना कारोबार बढ़ाने पर भी focus कर सकती हैं।

भारत 190 से ज्यादा देशों को pharmaceutical products export करता है और US तथा Europe जैसे regulated markets Indian pharma exports के लिए बेहद महत्वपूर्ण हैं।

ऐसे में US policy uncertainty कंपनियों को geographical diversification की तरफ भी धकेल सकती है।

Indian Pharma Sector पर बड़ा झटका?

Short term में इसे पूरे Indian pharma sector पर बड़ा tariff shock कहना सही नहीं होगा। 100% tariff की headline जरूर बड़ी है, लेकिन इसका direct coverage उन generic medicines और biosimilars पर नहीं है जो भारत के US pharma exports का बड़ा हिस्सा हैं। इसलिए अभी Indian generic pharma companies को कुछ राहत मिली है। लेकिन medium term में uncertainty बनी हुई है।

अगर भविष्य में generics पर भी high tariffs लगाए जाते हैं, तो Indian companies को US manufacturing, local partnerships, acquisitions, complex products और दूसरे international markets में ज्यादा investment करना पड़ सकता है।

अमेरिका का 100% pharma tariff पूरी भारतीय दवा इंडस्ट्री पर लागू नहीं है। फिलहाल सबसे बड़ी राहत यह है कि Indian generic medicines और biosimilars इस tariff framework से बाहर हैं। इसलिए भारतीय pharma exports के सबसे बड़े हिस्से पर immediate 100% duty का असर नहीं पड़ रहा है, लेकिन कहानी यहीं खत्म नहीं होती। आने वाले समय में सबसे महत्वपूर्ण चीज होगी-अमेरिका की policy review, generics को लेकर future decision और 2028 के संभावित tariff roadmap।

यानी आज की headline से ज्यादा जरूरी सवाल है: क्या अमेरिका भविष्य में Indian generic medicines को भी tariff के दायरे में लाएगा? यही फैसला आने वाले वर्षों में Indian pharma companies की US strategy और global supply chain को काफी हद तक तय कर सकता है।
